[PATCH pcmciautils 014] Add pack_cis support

Hi,

I added the "pack_cis" support to pcmciautils.
In this version, "make install" also copies *.cis, 
pack_cis, dump_cis and cbdump.

The pack_cis is ported from pcmcia-cs.14-Jun-05.

Please see the attached patch.
