Yeap. The problem was silly indeed:

But in my embended enviroment i haven't got eny hotplug-et-all magic so:
I've rewriten /sbin/hotplug, /etc/hotplug[.d]/* in very basic shell 
/bin/sh (ash from busy box) without eny fancy output/debuging and I've 
very good and stable working GSM<>CF<>PCMCIA<>PCI setup.
