Memory include fails during first run of cardmgr

Ok, apparently nobody ever had the problem that only every second pcmcia 
card insertion is noted by the kernel. I am going to monitor this behavior 
as the kernel evolves. In fact, it is not such a big issue for me but I 
would be interested in what could be the cause.
