test patch to determine whether PCI PM caps rev limiting is the cause

As source of trouble must be before pcmcia_register_socket, pci_enable_device()
is a likely candidate, especially as pci_set_power_state(,PCI_D0) is ignored
now on these specific chips as they only have PCI PM power caps rev. 1 and not
rev. 2
