problems with pcmciautils and fc4 machine

I have compaq 2110us and fc4.

I switched over to pcmciautils and I can only get things working with
this config

hotplug w/pcmcia card plugged in before boot
only then can i see /proc/bus/pcmcia...

I would much prefer to use udev, but if i use udev, i never see
/proc/bus/pcmcia/...
neither do I see it if I plug card in, when pcmciautils is using
hotplug, after the computer is booted.

any ideas?  i do not want to have to reboot everytime i want to use the card.
