[PATCHv2] NVMe: Added IOCTL to initiate subsystem resets

Controllers can perform optional subsystem resets as introduced in NVMe
1.1. This patch adds an IOCTL to trigger the subsystem reset by writing
"NVMe" to the NSSR register.
