[PATCH RFC] mtd: const char * const stuff

This is a minor patch which should help us to get rid checkpatch warning which
advises to use 'const char * const' for a constant array of constant elements.
We change the 'mtd_device_parse_register' interface to use
'const char * const *' and amend all the users.
I will probably split this patch a little bit later, so this is just an RFC so
far.
