[PATCH v2] libmtd: add helper funcs for getting regioninfo and locked info

This extends the libmtd with the helper functions:
mtd_regioninfo: interface to MEMGETREGIONINFO
mtd_islocked: interface to MEMISLOCKED
Users of these functions will follow shortly ...
