Kernel:

Move new compat_ioctl code into fs/compat_ioctl.c
Undo mtdchar.c ioctl refactoring
Remove ioctl versioning

mtd-utils:

Change ABI version autodetection
Add explicit casts to avoid format string warnings on 64-bit platforms
