RMK explained quite detailed which patches should be submitted to him. Read
http://www.arm.linux.org.uk/developer/patches/info.php

Subsystem patches should always be sent to the subsystem maintainer(s) or the 
appropriate mailinglist. RMK can review a MTD patch of course, but he has 
enough stuff to take care of.
