Added a 28F160xx driver for LART. Although the driver can be extended
to cater for other boards as well with minor changes I haven't bothered
since I don't have any other boards to test it on :P

Also note that this is a standalone driver since the 28Fxxxx chips is
not CFI compliant so it doesn't make sense to put them in cfi_cmdset....
