[PATCH v2] dt-bindings: phy: mediatek: tphy: add a property for power-domains

MediaTek TPHY should be existed in a power-domains.
So we add property 'power-domains' and set 'maxItems: 1' in the
DT Schema.
A reminder is also added to the description of 'power-domains'
property.
