[PATCH 1/1] soc: mediatek: pm-domains: support clamp protection

This patch mainly do two things
1. Add smi clamp protection support
2. Force order of bus protection between infra and smi

For example: power on
"clamp protection enable" (smi, with clamp flag)
  -> regulator enable
    ...
      -> clamp protection disaled (smi, with clamp flag)
        -> bus protection disabled (smi -> infra)

For example: power off
"clamp protection enable" (smi, with clamp flag)
  -> bus protection enable (infra -> smi)
