You want to use ktime_get_coarse_ns() or ktime_get_mono_fast_ns() and not
sched_clock(), besides, I don't get the sense of the MOD 1000000.....

and converting it to milliseconds all the time: okay, ns would be 64-bits but

If it is about not changing the wait time constants that are expressed in
milliseconds, you can simply redefine something like

#define MS_TO_NS(x) ((x) * NSEC_PER_MSEC)
#define SOME_MAX_WAIT_MS MS_TO_NS(20)
...so that your functions won't perform any division, won't care about casting
between u32 and u64, won't ever be affected by possible overflows, so way less
possible issues to care about.
I say that wins over a total of 1-4 bytes of memory saving :-)
