[PATCH 1/8] dt-bindings: iommu: mediatek: Add mediatek, infracfg phandle

Add property "mediatek,infracfg" to let the mtk_iommu driver retrieve
a phandle to the infracfg syscon instead of performing a per-soc
compatible lookup.
