[PATCH V5, 2/5] media: mtk-jpegenc: Use component framework to manage each hardware

There are two jpeg encoding hardware inside MT8195, uses component
framework to manage each hardware so that the two hardwares can be
used through just one jpeg encoding device node.

In the component framework architecture, for one thing,the component,
represents the each hardware of jpeg encoding. For another, the master,
registering a device node, managed all components through the node.
