[PATCH 1/7] checkpatch: check Makefiles and Kconfigs for SPDX tag

Both Makefiles and Kconfigs should carry an SPDX tag.
Something like
 # SPDX-License-Identifier: GPL-2.0-only

Add a matcher to existing check
