[PATCH RFC v2 01/14] iommu: arm-smmu-qcom: Configure lpac device with split address space

We want the context bank used by LPAC (Low Priority Async Compute) to
use split address space just like GFX in order to be able to handle
userspace submissions with per context page tables.
