[PATCH/RFC 5/7] pmdomain: renesas: r8a78000: Add default GPIO support

All GPIO modules seem to be accessible without SCMI, and at least
GP05_15..GP05_20 are known to work.

Do we want this? So far there are no users of GPIO, and future users
might need SCMI for other reasons anyway.
