[PATCH 2/2] arm64: cpufeature: Enable BBML2 for NVIDIA Rigel

The BBML2 no-abort capability is an allow-list of CPUs that support
BBML2 and do not raise TLB conflict aborts for mapping granularity
changes.

Add the NVIDIA Rigel core to that allow-list.
