TI K3 defconfig updates for v7.4

- Convert the TI System Control Interface (TISCI) drivers in the arm64
  defconfig from built-in to loadable modules. This reduces the size of
  the default kernel image, while the drivers remain available on K3
  platforms through the initramfs or root filesystem.
