[PATCH] media: rockchip: rga: Keep the clocks enabled without CONFIG_PM

Withdrawing this: ARCH_ROCKCHIP selects PM on both arm and arm64, so PM=n
only comes from COMPILE_TEST builds, where nothing binds to this driver.
