Err... No.

KVM/arm64 is architectural, and doesn't require anything PV. I suspect
this is a direct copy-paste from the s390 text, but this does not
represent what KVM/arm64 does, and transitively what KVM/arm64-on-s390
should do.

Please drop the PV nonsense.
