[PATCH 6/8] crypto: aegis128 - Use neon-intrinsics.h on ARM too

Use the asm/neon-intrinsics.h header on ARM as well as arm64, so that
the calling code does not have to know the difference.

Clean up the Makefile a bit while at it.
