[PATCH] PCI: Mark Nvidia GB10 to avoid bus reset

Nvidia GB10 PCIe hosts will encounter problem occasionally
after SBR(secondary bus reset) is applied.
Enable NO_BUS_RESET quirk for Nvidia GB10 PCIe hosts.
