[PATCH] firmware: arm_sdei: Add EVENT_SIGNAL for ARM SDEI

SDEI_EVENT_SIGNAL is a standard interface for SDEI feature and useful
for customized firmware calls. Therefore, adding this missing interface
to SDEI driver.
