[PATCH net-next] net: stmmac: dwc-qos: use PHY clock-stop capability

Use the PHY clock-stop capability when programming the MAC LPI mode,
which allows the transmit clock to the PHY to be gated. Tested on the
Jetson Xavier NX platform.
