[PATCH net-next v10 03/13] net: phy: mediatek: Move LED helper functions into mtk phy lib

This patch creates mtk-phy-lib.c & mtk-phy.h and integrates mtk-ge-soc.c's
LED helper functions so that we can use those helper functions in other
MTK's ethernet phy driver.

Changes in v8:
- Break this patch into smaller slices. Now this patch only shows that we
move LED code from mtk-ge-soc.c to mtk-phy-lib.c & mtk-phy.h. And sure, we
need to slighly modify mtk-ge-soc.c so it can use those helper functions.

Changes in v9:
- Also integrate led number checking and delay time setting in mtk phy
  lib.
