These days, I known a new knowledge: SGMII+ only support 2.5G. 1000M 
can't work with SGMII+ mode. So the 1000M frequency divided from 3.125G 
can be dropped. Then we don't have duplicated frequency and this patch 
is unnecessary. Will test my guess.
