[PATCH v5 04/17] KVM: arm64: Remove KVM_ARM_VCPU_POWER_OFF from protected VMs allowed features in pKVM

The hypervisor is responsible for the power state of protected
VMs in pKVM. Therefore, remove KVM_ARM_VCPU_POWER_OFF from the
list of allowed features for protected VMs.
