[PATCH v2 3/3] dt-bindings: hwinfo: Add mtk-socinfo driver

dt-binding documentation for mtk-socinfo driver.
mtk-socinfo driver provides SoC-related information.
Such information includes manufacturer information, SoC name,
SoC segment name, and SoC marketing name.
