No, it is enabled. From my config:

     CONFIG_INTERCONNECT=y
     CONFIG_INTERCONNECT_IMX=y
     # CONFIG_INTERCONNECT_IMX8MM is not set
     # CONFIG_INTERCONNECT_IMX8MN is not set
     # CONFIG_INTERCONNECT_IMX8MQ is not set
     CONFIG_INTERCONNECT_IMX8MP=y
