This doesn't look like the right spot to insert this?

Based on "make savedefconfig", I'd say:

     CONFIG_PHY_XGENE=y
   +CONFIG_PHY_CAN_TRANSCEIVER=m
     CONFIG_PHY_SUN4I_USB=y
