[PATCH v2] coresight: etm4x: Fix accesses to TRCSEQRSTEVR and TRCSEQSTR

The TRCSEQRSTEVR and TRCSEQSTR registers are not implemented if the
TRCIDR5.NUMSEQSTATE == 0. Skip accessing the registers in such cases.
