[PATCH V2 4/6] nvmem: u-boot-env: convert to layout driver

U-Boot environment variables can be found on various NVMEM devices (not
just MTD) so convert this driver to a generic layout one.
This way - thanks to using NVMEM generic API - this driver can be reused
in other scenarios.
For backward DT compatibility we need to support the old compatible
brinding string for now. Luckily it's just a one line of code.
