[PATCH] soc: bcm: brcmstb: Remove bare-metal ARM suspend/resume code

Since 2018 these platforms have supported entry via the ARM Trusted
Firmware using the standard PSCI SYSTEM_SUSPEND function calls. Remove
this legacy code.
