[PATCH v1] arm64: efi: Make efi_rt_lock a raw_spinlock

Hello,
Please ignore this patch for now. While running a kernel with this patch,
the following was triggered once (among multiple reboots). IRQ flags might
need to be saved, along with this present patch.
