[PATCH v7 23/33] arm64: kaslr: Use feature override instead of parsing the cmdline again

The early kaslr code open codes the detection of 'nokaslr' on the kernel
command line, which is no longer necessary now that the feature
detection code, which also looks for the same string, executes before
this code.
