[PATCH v6 14/25] KVM: arm64: Introduce KVM_CAP_ARM_ID_REG_CONFIGURABLE capability

Introduce a new capability KVM_CAP_ARM_ID_REG_CONFIGURABLE to indicate
that ID registers are writable by userspace.
