Thanks for your reply.
Yes, I had put the controller into the IMX8MP_HSIOBLK_PD_PCIE.
And the PHY into IMX8MP_HSIOBLK_PD_PCIE_PHY.
Your assumption is reasonable, I would do more debug on the clock.
