[PATCH net-next v1 6/9] net: ethernet: mtk-star-emac: add timing adjustment support

Add simple clock inversion for timing adjustment in driver.
Add property "mediatek,txc-inverse" or "mediatek,rxc-inverse" to
device node when necessary.
