[PATCH] mm/hugetlb: Generalize ARCH_WANT_GENERAL_HUGETLB

[Anshuman Khandual]

ARCH_WANT_GENERAL_HUGETLB config has duplicate definitions on platforms
that subscribe it. Instead make it a generic config option which can be
selected on applicable platforms when required.
