[PATCH 08/11] parisc: mm: Convert to GENERIC_IOREMAP

Add hook ioremap_allowed() for parisc's special operation when
ioremap(), then ioremap_[wc|uc]() are converted to use ioremap_prot()
from GENERIC_IOREMAP.
