[PATCH v4 1/9] drivers/perf: hisi: Remove unnecessary check of counter index

The sanity check for counter index has been done in the function
hisi_uncore_pmu_get_event_idx, so remove the redundant interface
hisi_uncore_pmu_counter_valid() and sanity check.
