[PATCH 05/10] soc: fujitsu: hwb: Add IOC_BW_UNASSIGN ioctl

IOC_BW_UNASSIGN resets what IOC_BW_ASSIGN did on each PE.
This ioctl will also be called as many times as the number of PEs joining
synchronization.
