I would get rid of structure cscfg_match_desc and put @match_flags right here.

How often do you envision features having different matches for different
configuration?  If there is no real use for it we could use @name and
@match_flags from structure cscfg_feature_desck and get rid of
cscfg_config_feat_ref entirely.

We are keeping track of the number of cs devices registered with the manager but
I don't see a place (in this patchset) where the information is used.  If indeed
we dont' need it I suggest moving the lists held in cscfg_api_data directly to
cscfg_manager.
