[PATCH v4 07/15] irqchip: nvic: Use GENERIC_IRQ_MULTI_HANDLER

Rather then restructuring the ARMv7M entrly logic per TODO, just move
NVIC to GENERIC_IRQ_MULTI_HANDLER.
