An alternative approach would be for me to make something like this
and export it:

Then you could replace your use of rcu_cpu_in_eqs() above with
the new rcu_cpu_in_eqs(). This would avoid the RMW atomic, and, more
important, the unnecessary write to ->dynticks.
Or am I missing something?
