[PATCHv3 2/4] misc: Add Altera Arria10 System Resource Control

This patch adds the Altera Arria10 control & monitoring
functions to the Arria10 System Resource chip.

v2  Change compatible string and filename from -mon to -monitor
    Change CONFIG from module to builtin.
    Make wm_rst register writeable.

    Shorten driver name (remove altr_).
