[PATCH RESEND 2/2] ARM: multi_v7_defconfig: Enable ARM_IMX6Q_CPUFREQ

The Wandboard Quad can make use of the cpufreq support provided by the
driver. Enable it and its dependency, REGULATOR_ANATOP, by default.
